Hard vs. Soft Contract Earliest Restriction

The allocation mechanism by which 14.1 Contract, Service and Access Hours are taken into account when searching for available capacity can now be configured to make Contract Earliest either a hard or soft restriction.

Jeopardy State Change Information via Dispatch API

The 14.1 Get Dispatchable Jobs and Activities SOAP API now supports obtaining the current jeopardy state of jobs when obtaining jeopardy state change information.
