Cancelled jobs return incorrect disStatus in GetJobResponse

Two Fixes:

  1. Store the correct dispatch status of the job when it was cancelled in sp930 and return that in the GetJobResponse.

  2. Add a new "cancelled" dispatch status which all cancelled jobs return in their GetJobResponse.
