Time Zone API Updates

The SOAP Get Job Requests (GetJob and GetUnresourcedJob APIs) previously didn't allow to be set for customer local time zone but this has now been enabled.

HERE APIs

The internal HERE communications layer has been migrated to their latest suite of APIs to support improved response times for mapping and travel requests.
