Add prefix to UK Matrix for internationalisation
The UK region structure now has a UK prefix, which results in the regions being grouped together when having more than one geography installed. The change in region ref does not require any Local Knowledge changes or IRU mappings as it is simply a prefix added to the region reference. The regions in the ServiceManager applet will look like the following:

UK Weight/Speed Restricted Routes
This release also contains a matrix where the routes are calculated based on vehicles weighing 2 tonnes or more. Any bridges or tunnels with a 2 tonne weight restriction are excluded from any calculations and appropriate speed restrictions are applied to such a vehicle and therefore the travel time. The calculations also incorporate a FAST profile which applies same speeds as the default car speed profile capped to applicable truck speed limits, which closer reflects our user base and this resulted in a 14% increase in average travel over the standard matrix release. This change can also be incorporated into the real-time and point to point travel time calculations so that the matrix and routing servers are offering the same calculations.
