CancelDependencyGroupRequest cancels all of the jobs in the supplied MultiJobID or JobID and removes the dependencies between them.  Logged Off and/or Cleared Jobs can optionally be left uncancelled.

This interface should also be used to cancel longer duration jobs and appointments that have been booked as split/fragmented jobs.
