11.5.0 New Functionality: Hard vs. Soft Contract Earliest Restriction

The allocation mechanism by which Integration ServiceOptimizer Common API Concepts Contract Service and Access Hours are taken into account when searching for available capacity can now be configured to make Contract Earliest either a hard or soft restriction.

This new functionality also clears a problem with inconsistent Contract Earliest soft vs. hard restriction behavior.
